Jack Cammarota

Marine Operations / Supply Chain Services

Jack brings to his position over 15 years of broad international experience in the maritime industry both at sea and ashore. He graduated from SUNY Maritime College in 2007 with a BS in Marine Transportation and an Unlimited 3rd Mate’s License and later received an MS in International Transportation and Trade in 2014, also from SUNY Maritime. Jack began his maritime career sailing aboard Crew, Supply and Anchor Handling vessels for SEACOR Marine in the oil and gas industries of West Africa, the Middle East and South America and the US Outer Continental Shelf in the capacities of 2nd Mate, Chief Mate and Dynamic Positioning Operator. He completed his seagoing career as a DPO / 2nd Mate for Transocean Inc on a Dynamically Positioned Drill Ship focusing on deep and ultra deepwater exploratory drilling and completion projects. Jack currently holds active USCG Merchant Mariner Credentials as a 2nd Mate with Unlimited Tonnage and Master of 1,600 GRT upon Oceans along with a Master of Towing endorsement and Unlimited DPO Certificate.

Jack currently serves on the board of the Marine Gas Hazards Control Program providing operational guidance in the promotion of safety in the repair of marine vessels and facilities, along with the Board of Directors for the International Cargo Gear Bureau where he contributes marine operational insight and oversight to the organization providing registration, inspection and certification services for shipboard, offshore and land-based material handling gear.

In October 2015 Jack joined the McQuilling Partners, Inc. operations team supported by over eight years of domestic and international seafaring.  Drawing from many years of international travel, networking and nautical experience across the maritime industry, Jack identified the natural progression of the company into offshore wind supply chain solutions and is currently building internal capacity and expanding his network to address the opportunities in this segment of the maritime space.

David J. Saginaw

BUSINESS DEVELOPMENT

Dave Saginaw has been an agent of change in existing organizations and project structures.  An originator of new concepts, constructs and initiatives, Dave has successfully created value in many forms over more than three  decades of commitment in the maritime industry.  

He brings to his position over 45 years of broad international experience in the maritime industry. Trained as a Naval Architect at the University of Michigan, Dave began his maritime career at National Steel and Shipbuilding in San Diego, California where he played a key role in the introduction of modern ship production techniques.

Returning to Michigan for further academic studies he also taught applied economics, shipping and ship production and received advanced degrees in Naval Architecture (Master’s of Science in Engineering) and Business Administration (Master’s of Business Administration).

A decade-long career with Chevron Shipping Company included increasing commercial, operational and technical responsibilities, concluding with the leadership of the company’s proprietary and chartered fleet deployment.  

In 1997 Dave formed McQuilling Services, LLC., a marine transportation consulting and project management enterprise of McQuilling Partners, Inc. and led the firm on a path of continued growth in service offerings and clients through over two decades of service.

Avril Montanti

Marine Logistics

After a decade-long career at the US Department of Justice researching international trade and a 4-year stint at the US Attorney’s Office managing data for federal white collar crime cases, Avril found a new career path in offshore energy.

In May 2024, Avril received a Master of Natural Resources from Virginia Tech. While studying the sustainable use of our oceans by various stakeholders in a Coastal & Marine Management course, she developed a passion for natural resource management and renewable offshore energy.

Avril’s background in research, data management, and clean energy combine to support the McQuilling Renewables team in their advisory and consulting efforts, while her rich family history in the maritime sector and passion for sustainability catalyze Blue Ocean Transfers’ efforts to provide hybrid electric propulsion on its vessels.
